Jack Kepner, a fire fighting expert and consultant, talked about the problem with people not paying their fire subscription fees in the towns that require them. The firefighters won't fight the fire if their home is burning. Jacks soluiton lay in what he called a "pre-screening." "If we came out there and found they hadn't paid the fee, we'd still fight the fire if they showed us a certain respect and appreciation.
